When configuring IP SLA, it's important to use appropriate values for the frequency, threshold, and timeout. In particular, the frequency setting can be confusing because it's not technically a frequency. Rather, it specifies how many seconds pass between each ping used by IP SLA to test the network connection. Thus, larger values for "frequency" mean that the pings are less frequent, not more.
